Michele Padilla & Brando Villapudua: A Record of Broken Trust & Turmoil at City Hall

News, grand jury findings, and official council records expose Michele Padilla and Brando Villapudua: misusing taxpayer dollars, facing formal council censures, and prioritizing dysfunction over Stockton residents.

  • Misused over $10,000 in public City Council discretionary funds to stage taxpayer-funded political campaign events—triggering independent city investigations, formal policy violations, and official council censure proceedings.

  • Feuding with key administrative personnel, interfering with non-partisan staff, and orchestrating backroom maneuvers that the Civil Grand Jury flagged as central drivers of citywide administrative instability, costly vacancies, and governance in crisis.

  • Consistently voting in lockstep to manufacture political theater and retaliate against colleagues rather than tackling Stockton’s urgent crises: reducing crime, cleaning up streets, addressing homelessness, and creating local jobs.

The Pattern of Dysfunction

Central Valley Committee for Ethical Government is an independent community coalition of Stockton taxpayers, small business owners, and local families.

We believe serving on the Stockton City Council is a sacred public trust—not a platform to skirt ethics policies, abuse taxpayer dollars, or run City Hall through backroom drama. We provide non-partisan oversight to hold Councilmembers Michele Padilla and Brando Villapudua accountable to Stockton residents.

Stockton’s Source of Turmoil

Michele Padilla and Brando Villapudua campaigned on transparency and community-first service, but in office, they have delivered dysfunction. By coordinating disruptive council theatrics, attacking administrative personnel, and undermining core governance standards, they have distracted City Hall from delivering basic services to our neighborhoods.

Abusing the Public Purse & Defying Oversight

Public funds exist to pave streets, support parks, and assist local youth—not to finance personal platforms or boost political allies. From the unauthorized expenditure of over $10,000 in discretionary funds for candidate events to disregarding city charter rules, their documented actions have led to repeated ethics investigations and formal council rebukes. Stockton families work hard for their paychecks and deserve leaders who respect the law and safeguard public money.

Our Objectives

  • Exposing Misuse of Public Funds: Documenting the improper spending of city discretionary funds and municipal assets for political posturing and self-promotion.

  • Demanding Ethics & Accountability: Holding Padilla and Villapudua accountable for documented ethics violations, official council censures, and coordinated interference in day-to-day city administration.

  • Restoring Honest Leadership: Equipping Stockton voters with public records, grand jury reports, and verifiable facts so our community can restore transparent, responsible governance to City Hall.
